Staff told the council the Old Viking Bridge would be replaced this year and that the City was awarded the grant. The council discussed the project cost estimate and noted that the county joint powers agreement does not include certain items (engineering, materials, testing, county administrative fees, and MnDOT lab service fees) that the City will incur directly. The council also reviewed the 2012 budget and identified specific funds totaling $69,000.00 to use toward the City’s portion, with bids due October 4 and expected to come to council October 9 for approval.
After reviewing budget pressures (including levy schedule impacts and other unbudgeted items), the council approved a proposed 2013 Budget/Levy of $1,149,000.00, noted in the minutes as a 4.86% increase from last year’s budget.
During the budget review, staff reported that the 2013 levy schedule related to refunding the 2006A GO Bonds was higher than anticipated and that there was a calculated deficit of $53,139.18 toward the 2013 Sheriff contract. The council also discussed an unbudgeted culvert replacement in Country Meadows, with a verbal engineer estimate of roughly $40,000, and noted they expected to better understand the culvert cost after camera inspection.
