4. 4Fixit Auto / Perkins Contracting CUP and variance public hearing

   Public hearing for Fixit Auto / Perkins Contracting conditional use permit and variance request by Mark Frelick and PX Auto Repair for property owned by Perkins Construction at 19745 Nowthen Boulevard, to allow major automobile repair and a variance for vehicles awaiting service to be parked in the rear outdoor storage area on gravel.

   The commission held a public hearing on the Fixit Auto / Perkins Contracting request for major automobile repair and a variance to park vehicles awaiting repair in a rear gravel outdoor-storage area. Planner Stockman said the use was in the existing commercial site, discussed parking, paving, signage, and stormwater, and recommended adding a condition that the pre-treatment and infiltration basins be restored to the April 22, 2015 approved plans and kept free of outdoor storage. The commission approved the findings with that added basin condition, and the chair noted the City Council would make the final decision.

5. 5Gilban/Gilmour outdoor storage discussion

   Discussion on Gilban/Gilmour outdoor storage: Dan Gilmour sought feedback on amending an existing interim use permit for property at 1909 Rhinestone Street to allow outdoor storage. The existing 2019 IUP allowed interior storage and prohibited outdoor storage beyond what is allowed in the residential/agricultural district.

   Dan Gilmour came for feedback on amending his existing 2019 interim use permit, which allowed indoor storage, so that outdoor storage could also be allowed at 1909 Rhinestone Street. Commissioners and Planner Stockman expressed concerns that outdoor customer storage was already occurring, that the site was in violation of the existing IUP, that outdoor storage may not fit a residential area, and that any future approval would need limits and conditions. No vote was taken; Gilmour said he wanted to keep moving forward, so staff said the request would be advertised for a public hearing and return the next month.

   No formal recommendation was made. The applicant chose to move forward, so staff said the matter would return the next month after public-hearing notice.

6. 6Planner update on upcoming applications

   Planner Stockman gave brief updates on items expected for the next month, including a preliminary plan on 47 for the industrial/residential 80 acres and a variance for a house addition on Bay Street on a Twin Lake shoreland lot.
